The vast majority of housing services for which the Department of Environment, Heritage and Local Government is responsible are delivered through the local authorities. The Department is primarily responsible for the formulation and implementation of policy and for the preparation of legislation in relation to housing.

The Housing Agency’s role is to assist the local authorities and the Department in policy implementation with particular reference to the current policy agenda of sustainable communities and to undertake such regulatory or other services as are requested by the Department
